Gasoline recalls are a rare occurrence, BP spokesman Scott Dean writes in an e-mail. "The latest time I remember recalling?off-spec gas blended at a terminal was January 2002."

To file a claim, motorists can call the BP hot line at 800-333-3991?or e-mail?bpconsum@bp.com.

"The claims process is pretty straightforward," Mr. Dean writes. "Submit your gasoline?sales receipt and repair bill and we will start the process. If you
didn?t keep your receipt, usually bank statements will show where and?when you purchased the fuel, so we can research it that way, too."

POULSBO -- Westfield, Mass. Babe Ruth manager Mike Smith had quite a surprise Tuesday when he arrived here and learned that his 1983 college football teammate, Bryan Backes, was coaching World Series rival Waite Park, Minn.

Backes could have a bigger surprise in store for Smith: This is the third World Series for most of Backes' players, who played on fifth-place teams at the 10-year-old and 12-year-old events. Westfield hasn?t been to a World Series in 20 years.

?He was first string and I was the seventh-string quarterback, so it makes me feel good that he remembered me,? Backes said. He and Smith reminisced about playing at St. John?s for John Gagliardi, the winningest coach in college football. But did Backes tell his fellow ?Johnnie? ? the nickname for St. John?s alums ? about Waite Park?s record?

No, Backes said with a smile.

Poulsbo welcomed the 10 World Series teams in a downtown parade Tuesday afternoon: Bryant, Ark.; Tri-Valley, Calif.; Meridian, Idaho; Schererville, Ind.; Westfield, Mass.; Waite Park, Minn.; Monroe Township, N.J.; Greenville, N.C.; and, from Washington, Burlington and Kitsap.

Teams arrived Monday, some as late as 10 p.m. They flew into SeaTac, took a hop to Bremerton, and then were shuttled to the Silverdale Beach Hotel where they met their host families. Smith said his Westfield team arrived at 5 p.m. after 17 hours of travel.

Tuesday, players marched down a sunny, flag-bedecked Front Street, carrying team banners and accompanied by their bat boys and ambassador girls. Poulsbo is the host city, and bat boys and ambassadors were selected from the area to assist the teams during their visit here. In addition, players are staying with local host families.

Former Mariners manager Jim Lefebvre, most famous for his skills as a Dodger infielder and as an actor in film and TV, waved to crowds from a convertible, contributing to the star quality of the parade. He would be the keynote speaker at a banquet at Kiana Lodge later that evening.

The short parade ended at Muriel Iverson Williams Waterfront Park and Kvelstad Pavilion, where visitors were welcomed by Mayor Becky Erickson, County Commissioners Rob Gelder and Charlotte Garrido, and Kitsap Babe Ruth co-presidents Russ Barker and Brent Stenman.

Downtown, Navy chief petty officers recruited by Barker and Stenman, helped Poulsbo police with traffic control.

All around, the mood was high.

?It?s awesome,? Deputy Police Chief Wendy Davis said of the series. ?It brings different people to our community. It?s a positive event and it?s great for Poulsbo.?

Poulsbo loves a parade, and what?s a parade in Little Norway without Vikings and a Viking ship? The same Viking ship you see in the Viking Days Parade was there, with the Sons of Norway Queen Margaret Graves, her court and a contingent of horn-blowing Vikings.

Asked if Vikings were baseball fans ? there?s a football team called the Vikings, after all ? one Viking said, ?Anything you can play with a bat and your opponent?s head.?

At Kvelstad Pavilion, Mayor Erickson told players, ?We ordered this weather for you so you can enjoy yourselves.? While she spoke, it was about 80 degrees, which can make some local mossbacks grumpy, the light breeze off Liberty Bay notwithstanding. But ballplayers Trenten Gracida, Jacob Herberger and Drake Simons of Meridian, Idaho, said they prefer the weather in Poulsbo ? three-digit summers are common in their hometown, near Boise.

Erickson congratulated players on making it to the series, saying their accomplishment is ?testimony to your dedication and hard work.?

The boys said their World Series plans include Safeco Field on Friday, 9:10 p.m., to watch the Minnesota Twins take on the Seattle Mariners.

With all of the distractions ? the attention, the parade, the lure of beaches and Mariners games ? is it difficult to keep players focused on the game?

?They?re 13-year-old boys. They should enjoy all of this,? Backes said. ?When they put on that uniform and hat and walk onto the field, I expect they?ve got their focus on the game. But off the field, we let ?em be kids and have fun.?

NFL Files Evidence In Vilma Case

NEW ORLEANS (AP) ? The NFL on Thursday provided a federal judge with what it says is evidence Commissioner Roger Goodell did not improperly pre-judge the four players suspended in the bounty investigation.

The evidence includes a copy of a letter the NFL Players Association sent the league on March 7 asking Goodell to delay punishment of players implicated in the bounty probe.

It also includes a sworn declaration from Goodell in which he states he was prepared to hand down player discipline at the same time he announced suspensions for coaches and executives on March 21. Goodell?s declaration states he held off after verbally agreeing to do so in a phone conversation with union head DeMaurice Smith.

Attorneys for Vilma, who has sued separately, and NFLPA lawyers representing the three other punished players have argued Goodell showed improper bias with comments he made before sending the players notice of their suspensions on May 2.

Attorneys for the players have been given until Friday to file their own evidence and briefs on the matter.

Vilma?s consolidated lawsuits include a defamation claim against Goodell. Vilma?s attorney, Peter Ginsberg, has argued Goodell made reckless and false statements about Vilma being the ringleader of a bounty program that offered cash for injuring targeted opponents.

Vilma has asked U.S. District Judge Ginger Berrigan to grant a temporary restraining order that would allow him to return to the Saints while his case proceeds, and the judge has said she would be inclined to rule in his favor, but will hold off until she is comfortable she has jurisdiction to do so.

Berrigan has indicated that she might prefer to see how separate proceedings called for in the league?s collective bargaining agreement play out.

One item still pending is the NFLPA?s appeal of system arbitrator Stephen Burbank?s ruling that Goodell had the authority to serve as arbitrator on the bounty matter because of the commissioner?s stance that the violations represented ?conduct detrimental? to the league, as opposed to standard on-field violations, which would call for an arbitrator other than the commissioner.

A three-member appeal panel is expected to review Burbank?s decision late this month, and if it rules in the players? favor, that could negate the need for further action in federal court.

In the meantime, the judge has urged all sides to try to settle the matter with the help of a federal magistrate.

Vilma has been suspended the entire season and he is currently barred from Saints headquarters, where he was hoping to rehabilitate from offseason knee surgery.

Saints defensive end Will Smith has been suspended for the first four regular season games and is currently participating in training camp.

Two former Saints who are still active also were suspended: Green Bay defensive end Anthony Hargrove was penalized eight games and Cleveland linebacker Scott Fujita three games.

Goodell?s discipline of non-players included a full-season suspension for Saints head coach Sean Payton, a half-season suspension for general manager Mickey Loomis and a six-game suspension for assistant head coach Joe Vitt. Former Saints defensive coordinator Gregg Williams has been suspended indefinitely.

Goodell also fined the Saints $500,000 and docked the club second-round draft picks in 2012 and 2013.

The NFL?s initial bounty reports, made public in early March, described Saints players taking part in a bounty pool that lasted from 2009 through 2011. The reports also said the Saints specifically targeted several star players for injury, including quarterbacks Brett Favre and Kurt Warner in the 2009-10 playoffs.

However, during hearings for the players? lawsuits, seven current or former Saints, along with Vitt, have testified under oath that there was no pay-to-injure program.

They have said they only took part in a pay-for-performance pool that provided cash bonuses primarily in the hundreds for big plays such as sacks, forced fumbles and interceptions, and collected fines for missed assignments and penalties including unnecessary roughness.

They have also testified that violent sounding terms coaches used to track pool payments, such as ?whacks, knockouts and cart-offs,? were all for clean tackles.

Still, Goodell has seized upon the fact that player testimony indicated that ?cart-offs,? while legal, described hits that caused tackled players to take themselves out of games, at least briefly, to gather themselves or be checked by trainers. Goodell said during the weekend of Pro Football Hall of Fame inductions that players have essentially acknowledged the Saints? performance pool paid for injuries.

If you're an amateur filmmaker, you've probably wanted to create those smooth, seamless tracking shots you see in professionally recorded movies and TV shows. But then again, if you're an amateur filmmaker, you can probably only dream of affording the fancy rigs used to achieve them. The iStabilizer Dolly ($59.95 direct) ?won't match a pro setup, but this miniature dolly for smartphones and small cameras is a useful tool that can add a bit of polish to your next film project.?

The diminutive Dolly is essentially three main components: The wheel base, an adjustable arm, and a cradle for your phone or camera. The 1.25-pound base is sturdily built, measuring 3 by 8 by 5 inches (HWD), with a metal frame and four rollerblade-like wheels. The axles for the wheels are fastened to the base with thumb screws, and each can be independently adjusted to achieve an arching path for your shots. There are also helpful angle markers to ensure you get a precise and even turn.

The 11-inch long adjustable arm screws into the base, and at the end of the arm is a standard ?-inch screw tip that is compatible with most point-and-shoots and consumer camcorder tripod mounts.?The maximum load is 12.3 ounces, and in my tests, the Dolly worked with a Panasonic HC-V700M?camcorder??and an Olympus PEN E-PM1 ?Micro Four Thirds camera?though you have to be careful not to extend the arm too far out past the base with heavier cameras or the whole thing will topple over. The smartphone mount screws into the arm and features a springloaded design for securing various sizes of smartphones without the need for adjustments. It worked with my iPhone 4S?and just barely accommodated a Samsung Galaxy S III, but I wouldn't try anything wider than that. The below video features two shots taken using the Dolly, first with an iPhone 4 and then with a Panasonic HC-V700M.

No instructions are provided, but setup is very simple. The arm adjusts easily, but its joints are stiff enough to hold its position under the weight of devices. Adjusting the angle of the wheels is also very easy, so getting the arch you want isn't difficult. The wheels glide the Dolly along smoothly, but there's no suspension, so any debris or small obstacles in its course will likely cause shakes in your footage.?

I have two minor issues with the Dolly. First, it's a bit small and short, so its uses are limited to spaces with raised platforms, or low-to-the-ground shots. Second, since there's no motor, it can be tough to maintain a consistent speed, especially for longer takes and shots from the ground.

Even still, with a little imagination, the iStabilizer Dolly can be a fun, useful tool for any aspiring filmmaker. Smooth and stable tracking shots, pans, pushes, and pulls are all aided by the Dolly. With the right camera you can even set up moving time lapse shots that would be nearly impossible without the Dolly. The whole package is solidly built and the price is reasonable for such a versatile device, making it a good choice for anyone looking to add a little variety to their next video project.?

Student Leaders Share Quality Practices at IHI Academy - blog*spot

Last month, nearly 120 students and health professionals gathered in Boston at the Student Quality Leadership Academy (SQLA), organized by the Institute for Healthcare Improvement (IHI). The participants entered into a network of nearly 100,000 students from around the world that are part of the IHI Open School community.

One might say they were already leaders when they arrived, since they self-selected to participate in this two-day Academy, but the IHI staff and program faculty strengthened those skills through sharing personal experiences and the fundamentals of good leadership practices.

Prominent healthcare leaders including Don Berwick, Diana Chapman Walsh and Allan Frankel were among the faculty and the interdisciplinary group of participants representing medicine, nursing, health administration and engineering ? all in various stages of training.

So many discussions about leadership and teams begin by focusing on culture. The Leadership Academy was no different. Not surprisingly, the meeting kicked off in the IHI office in Cambridge where the first thing you see upon exiting the elevator is the organization?s mission.

The workspace is open to foster collaboration and the walls are adorned with charts tracking progress on key initiatives and quotes reminding the staff about the importance of their work. One particular quote that grabbed my attention was by Anne Frank, ?How wonderful it is that nobody need wait a single moment before starting to improve the world.? Coincidentally it was painted on a wall in a waiting area where I did not once see anyone sitting. Needless to say, IHI is not simply teaching about good leadership, the organization is filled with live examples.

The Academy served to strengthen the community of improvement leaders through substantive discussions, networking and collaborative case reviews. Some of the nuggets that the participants left with were: never worry alone, always be honest and give/seek feedback early and often.
